Making a single map useable for an entire state had to balance two requirements. As an index map, smaller is better. However, the minimum size has to provide enough space to discriminate and select individual quads. Consequently, you may find these maps to be a little large. The alternative, however, was to have many maps per state, a real organizational problem.
